“Ngayon hindi na laging Monitoring ang gagawin, We monitor and prosecute” these were the authoritative words of Honorable Martin B. Diño, the Undersecretary for Barangay Affairs, DILG in his Keynote Address to the 17 LGUs of Metro Manila during the 4th Solid Waste Management Summit and Exhibit held at the Quezon City Memorial Circle on August 29-31, 2018.
Diño, (center) recalled how long the Supreme Court Mandamus has been together with the implementation of RA 9003, Ecological Solid Waste Management but shows a very minimal impact attributing to the “no case filed” against Local Government Officials particularly the “Barangay Captains”. The Barangay Captains are the most powerful people in the barangay Diño said, but his disappointments continue, giving the example of three Barangay Captains in Boracay who did nothing on the Sewarage System of the once Paradise for local and foreign tourists.
Diño even called those people throwing their wastes -solid or liquid, into the bodies of water as “ ESTERORISTA,” or terrorists of the esteros/creeks. “Anong nangyayari mas maraming basura, mas masaya!” he said. ” For there will be more trucks to hire for the hauling of garbage.”
However Diño criticized the local officials, EMB-NCR did not forget to award some model barangays for their initiatives and good practices on the implementation of RA 9003. Barangays Fairview, Quezon City; San Jose, Pasig and Ususan, Taguig were recognized for their efforts on solid waste management.
