“ We Make Change Work for Women,”  this resounding theme Of Gender and Development (GAD) for CY 2017-2022 has gained fame for EMB-NCR employees with their support to all GAD campaigns. As a manifestation of their all- out support, a candid photo ops engagement on Women’s Day was taken in front of EMB-NCR Building after the flag retreat on 08 March 2019.

Seminar on the Roles of Women on Disaster Risk Reduction Management

April 6, 2018 (EMB-NCR Conference Room)—In light of Women’s Month Celebration the EMB-NCR, in collaboration with the Quezon City Disaster Risk Reduction and Management Office (QC-DRRMO), conducted a capacity-building seminar entitled, “Roles of Women on Disaster Risk Reduction and Management including Climate Change”. The event, which aimed to empower participants on the current threats of climate change on our communities, was graced by the presence of 40 women residents of barangays Batasan Hills and Bagong Silangan of Quezon City.

The event was conducted in recognition of the fact that disasters are never gender-neutral and thus result to greater impacts on women in general. This was further stressed when in 2008, the Commission on the Status of Women established that climate change is an emerging issue that creates direct impacts on the lives of women.

In his speech, EMB-NCR Regional Director Domingo M. Clemente Jr. mentioned that disaster management and climate change are two of the most challenging issues of our time. He added that as the country faces greater impacts of climate change and disasters, communities should recognize that our resilience is determined by how much effort we exert in strengthening our capacities to respond. He also acknowledged that one of the greatest developments in our country’s DRRM strategy is emphasizing the roles of women in our society.

Ms. Cinderella Garcia, Head of the Administrative and Training Section of the QC-DRRMO discussed the roles of women in disaster management and how they can use their inherent potential to achieve disaster resilience in communities. She shared that the Quezon City Local Government Unit’s advocacy is to mainstream Gender and Development in their effort to build disaster-resilient communities.

Ms. Riza Arjona, Environmental Management Specialist and Gender and Development Committee Member also provided a discussion on Climate Change and how the phenomenon affects the country. The discussion also put emphasis on the role of women in helping communities to adapt and mitigate the impacts of Climate Change.

In an interview with the barangay representatives after the seminar, they mentioned that what they envision is a community that sees the crucial role of women not only inside their homes but also in other areas that are vital to national development.


EMB-NCR Gender Sensitivity Training

In line with EMB-NCR’s commitment to instill gender equality among its personnel, a Gender Sensitivity Training was conducted on September 22, 27-29 at the EMB-NCR Conference Room. The training aimed to provide a venue for the discussion of gender issues within the agency and to spark realizations on how the personnel, regardless of their gender, can work with one another to deliver quality service to the agency’s clientele. It also aimed to: 1) address the current gender issues in the country; 2) to challenge and weaken stereotypes; 3) to integrate gender-conscious strategies and ways in dealing with one another and the clients of the agency.

Ms. Jemelle Zamora-Milanes, Gender and Development Consultant, provided discussion on the following topics: 1) Difference of Gender and Sex; 2) Gender Issues in Filipino Society and Culture; 3) Gender Issues and Concerns in various organizations and institutions; 4) Use of Gender-Fair Language; 5) How the Filipino Society Reinforces Discrimination on Women; 6) How Current Laws and Policies Can Result to Discrimination Among Women, among others.

The EMB-NCR fully commits itself in integrating gender awareness and consciousness in its operations. This is to ensure that within the organization, respect for all gender is practiced and that women empowerment is supported and strengthened. Through activities like this, the EMB-NCR creates a culture that is grounded on the implementation of Republic Act 9710, otherwise known as the Magna Carta of Women, which seeks to recognize the vital roles of women in the Philippines society.
