The EMB Regional Offices which include the National Capital Region were created by virtue Republic Act 8749 otherwise known as the Philippine Clear Act of 1999 which converted the EMB from a staff bureau to a line bureau.
EMB-NCR is mandated to implement policies and programs on environment and natural resources management to include the prevention and control of pollution from all sources in the Metro Manila region and make recommendations on the need for policy amendments and /or improvements.
It also aims to implement the mandate of the Philippine Environmental Impact Statement(EIS) system though the evaluation of application for the Environmental Compliance Certificates(ECC) of projects falling under its purview.
“EMB-NCR is responsible for the protection and proper management of the quality of air, water and land in Metro Manila in accordance with the principles of sustainable development. It is tasked to regulate industrial and commercial establishments and proposed development projects through the issuance of permits and clearances as mandated under existing laws and regulations.”

OFFICE OF THE REGIONAL DIRECTOR (ORD)
It is tasked to adjudicate violations relative to ECC conditions and other legal matters that involve compliance with environmental laws, rules and regulations within the National Capital Region.
Is tasked to prepare work and financial plans, work programs for the region’s operation. It also monitors the regional office’s accomplishment and performances vis-ȧ-vis its targets. It also serves as the repository of the regional office’s statistical data.
MANAGEMENT INFORMATION SYSTEM (MIS) UNIT
Is tasked to consolidate information and data. It is responsible for the office’s database management. Development and enhancement of existing programs including automation of local and online applications.
ENVIRONMENTAL EDUCATION & INFORMATION (EEI) UNIT
The Environmental Education & Information Unit with primary focus on the implementation of the Republic Act 9512 otherwise known as “Environmental Awareness and Education Act of 2008” is tasked to undertake the office’s information, education, communication and knowledge management requirements for both the formal and informal sectors. As such, it provides technical assistance through the conduct of seminars, orientations, lectures and special events, among others, that ensure stakeholder participation on environmental protection and conservation. It also prepares the Regional State of the Brown Environment Report.
FINANCE AND ADMINISTRATIVE DIVISION (FAD)
The Finance and Administrative Division (FAD) provides general administrative services particularly human resources, records, & property management, and other forms of support to the operations. It also renders budgeting, cashiering and accounting services. It is headed by a Division Chief who oversees the following sections:
HUMAN RESOURCE MANAGEMENT & DEVELOPMENT UNIT
Processing of documents from hiring to retirement/resignation of job order, contract of service and permanent employees including but not limited to screening of applicants, promotion, leave application, database management of personnel 201 files;
Conducts capacity-building trainings and personnel growth and development activities from preparation of activity proposals to the actual conduct of trainings including conduct of training needs assessment; Monitors compliance to CSC and other relevant policies on personnel management
Serves as central clearing house for all incoming and outgoing documents including but not limited to releasing of permits, internal & external correspondences and serve as final repository of all official documents.
PROCUREMENT AND PROPERTY MANAGEMENT UNIT
in-charge of all purchases under RA 9184 and in-charge of all properties under ownership of EMB-NCR.
In-charge of preparation of financial reports required by COA and DBM including processing of disbursements and collections.
CLEARANCE AND PERMITTING DIVISION (CPD)
The Clearance and Permitting Division (CPD) is responsible for the implementation of Presidential Decree 1586 (Environmental Impact Statement System) within the Region. In particular, it evaluates ECC applications for projects located in Environmentally Critical Areas. It also issues Certificates of Non-Coverage (CNC) for projects determined to be outside the purview of the Philippine EIS System. It is headed by a Division Chief who directs the following sections :
AIR AND WATER SECTION
Evaluates and processes Permit to Operate (PTO) applications for all establishments with Air Pollution Source Installations (APSI).
Evaluates and processes Discharge Permits (DP) application for commercial & industrial establishments located within EMB-NCR jurisdiction, namely, Valenzuela City, Malabon City, City of Navotas, Makati City, Mandaluyong City, San Juan City, Paranaque City and Las Pinas City.
ENVIRONMENTAL IMPACT ASSESSMENT SECTION
Process applications on Environmental Compliance Certificates (ECC) in the National Capital Region pursuant to PD 1586.
CHEMICALS AND HAZARDOUS WASTE MANAGEMENT SECTION
Processing of permits and clearances as required by RA 6969.
HAZARDOUS WASTE MANAGEMENT UNIT
In-charge of processing Hazardous Waste Generators Registration Number & Transport Permit for the Transport of Hazardous Wastes
CHEMICALS MANAGEMENT UNIT
In-charge of processing of the following:
► Chemical Control Order (CCO) Registration for Asbestos, Cyanide, Mercury;
► Importation Clearance for CCO Substances for Asbestos, Cyanide and Mercury;
► Small Quantity Importation Clearance for New Chemical Substances;
► ODS Registration for refrigerants with Ozone Depleting Substances;and
► PCB On-line Registration.
ENVIRONMENTAL MANAGEMENT ENFORCEMENT DIVISION (EMED)
The Environmental Monitoring & Enforcement Division (EMED) is primarily responsible for the effective implementation and compliance to Presidential Decree 1586 (Environmental Impact Statement System), Republic Act 8749 (The Philippine Clean Air Act of 1999), Republic Act 9275 (The Philippine Clean Water Act of 2004), Republic Act 9003 (The Ecological Solid Waste Management Act of 2000) and Republic Act 6969 (Toxic Substances and Nuclear and Hazardous Waste Control Act of 1990) in EMB-NCR area of jurisdiction. It is headed by the Division Chief who is back up by following sections:
SOLID WASTE MANAGEMENT SECTION
Monitors all solid waste management compliances, 10 Year ESWM Plans, programs and activities of Local Government Units within the region including but not limited to, providing technical assistance on the establishment of Materials Recovery Facilities; Information, Education and Communication (IEC) campaigns focusing on the provisions/requirements of Republic Act 9003 (Ecological Solid Waste Management Act of 2000) and its IRR. Promotes segregation-at-source, 3Rs (Reduce, Reuse, Recycle), among others to all sectors/stakeholders within the region.
► Basura Patrol Program
AMBIENT MONITORING SECTION
AMBIENT AIR UNIT
Monitors the air quality status of Metro Manila through its Manual Ambient Air Quality Monitoring Stations and Real-time Continuous Ambient Monitoring Stations (CAMS) located in various strategic areas in the region. Parameters used to assess the level of air pollution are TSP, PM-10 and PM-2.5 which is compared with established quality guidelines to ensure protection of public health and welfare of all.
► Operationalization of the NCR Air Shed Governing Board
AMBIENT WATER UNIT
Monitors the water quality of the major rivers systems and its tributaries in the National Capital Region including the Manila Bay region.
► Water Quality Management Area (WQMA) – operationalization of WQMAs through its Governing Boards.
► Adopt-an-Estero/Waterbody Program (AEWP) – collaborative undertaking of the DENR, partner-donors (private sector, industries, academe, NGOs, civil society groups/organizations etc.), National Government Agencies (MMDA, DPWH, DOST, DOH, DILG), LGUs, barangays and other stakeholders to conduct regular clean-up of their adopted estero/waterbody and formation of River Councils.
Analyze environmental samples in support of the mandates of the region like monitoring compliance, permitting and investigation of violations/complaints.
WATER AND AIR MANAGEMENT SECTION (WAMS)
Conduct inspection, investigation and survey relating to ECC conditions, air, water, and toxic & hazardous pollution or possible imminent pollution of commercial and industrial establishments and institutions pursuant to PD1586, RA9275, RA8749 and RA6969.
CHEMICALS AND HAZARDOUS WASTE MANAGEMENT SECTION (CHWMS)
Monitors compliance including investigations of all commercial and industrial establishments and institutions who use, transport, import and distribute controlled chemicals and generate hazardous wastes.
